Churchill was a frequent visitor to Dover in 1940-1945, as this was the command center for teh evacuation of Dunkerque and the return three years later. He was a big supporter of Ramsay and worked with him closely on both operations, but left the decision making to his commanders.
Churchill addressed the House of Commons about the threat to Dover in the summer of 1940, and by extension the whole of the British Isles:

"We must insist upon maintaining superior artillery positions on the Dover promontory no matter what form of attack they are exposed to. We must fight for command of the Strait.”
it’s debatable whether the British has superior coastal artillery against the Germans in France, but the guns were directed from the Dover Tunnels.
