In an emergency, Cleveland class cruiser engines could be switched to another shaft to drive that propeller. That may be why the engine room of the USS Little Rock (CLG-4) in Buffalo, N Y is so much larger than the engine room of the Belfast - perhaps they can't switch the drive train of their engines to any shaft. This view shows some of the controls for the ship's engines.
