IPTC: Caption Commuters at Osaka Station hold their eyes and ears during a civil defense drill. The Japanese believed pressure damage from explosives could be alleviated by holding the ears and eyes. Note sandbagged wall behind the travelers. In practice this action did not prevent serious injury, as the high explosives and the firestorms were powerful enough to lift people and pull them into the conflagration.
